On May 21, 2019 Palau Community College (PCC) President Dr. Patrick U. Tellei, Vice President & Minister of Justice Raynold B. Oilouch, Ministry of Health Dr. Ngirachisau Mekoll and Dr. Yuriko Bechessrak, Emergency Health Program Director Ritter B. Udui, Chairman of Palau Board of Health Professions Dr. Gregory Dever and Paramedic & Assistant Professor of Kapi’olani Community College Edward Caballero signed a Standing Orders & Treatment Protocols for Emergency Medical Services Personnel. This framework provides guidelines and procedures for emergency medical service providers, paramedics, and Belau National Hospital personnel. It also outline primary responsibilities of emergency medical services technicians for on-the-scene coordination and management care. One of the fundamental protocol stated in the framework is the code of ethics which require emergency medical service personnel to save life, alleviate suffering, promote health, and to encourage quality and equal availability of emergency medical care.
